I have the problem fixed on publishing the labels. Somehow, I obtained a top frame on web page one that was non-standard (smaller) than the other web pages. This was tossing every tag off. I can not discover a way of erasing the very first page just, so I cut and inserted each address in to a new tag file. The outcome was wonderful and the leading frame on all of the web pages were fine.
